Sending a URL/hyperlink that, when clicked, takes the recipient directly to an online copy of an objectionable publication constitutes 'providing access' under s 122(1)(b) and therefore distribution; possession is not a required element of the distribution offence under the Classification Act (and, if needed, electronic possession can be established under s 131(2A)).
