The Panel did not err in law: the RPS Chapter 6 and Recovery Plan identify greenfield business areas but do not mandate immediate industrial zoning; Policy 6.3.3 requires ODPs to demonstrate sufficient detail and legal certainty for stormwater paths and transport integration before rezoning; the Panel's finding that the appellants' ODP had fundamental, irresolvable problems on stormwater secondary flow paths and loop-road access was open on the evidence, so the High Court dismisses the appeal.
