There was a seriously arguable case that the defendant's direct communications with brokers and underwriters risked withdrawal of required insurance and interfered with the orderly sale of units in breach of prior court orders; the balance of convenience favored preserving existing insurance and the sale process because the Administrator and receivers are the proper channels to address insurance concerns, so interim relief restraining contact with insurers/brokers and interference with insurance was necessary until further order.
