The Commissioner was entitled to seek a domestic restraining order notwithstanding the foreign element of the predicate offending; the Court was satisfied on reasonable grounds, based on a combination of factors including the relationship to the predicate offender, account history, misleading representations to the bank and contradictory evidence, that the respondent had engaged in money laundering; availability of funds in a new jurisdiction constitutes a derived benefit under the Act and precise valuation is unnecessary at the restraint stage.
