The Court held the Human Rights Review Tribunal had jurisdiction to hear the Director's proceeding and to make the interim publication-prohibition orders under the Human Rights Act and Privacy Act; the appeal was premature because the Tribunal had not yet made the critical factual determination whether a suppression order existed when the appellant published A's details, and therefore judicial review of the interim orders could not succeed.
