The application for an extension of time was dismissed because the high threshold for overturning deemed abandonment was not met: the proposed grounds had extremely limited prospects of success, factual findings were unlikely to be disturbed on appeal, s13 of the Prisoners' and Victims' Claims Act substantially limited any prospect of compensation, and the overall interests of justice did not favour granting a second extension despite absence of respondent prejudice.
