The Attorney-General may be joined as a defendant to ensure a contradictor and to uphold the public interest and judicial independence; appointment of counsel to assist was refused because the applicant has legal training and no necessity was shown; Crown Law counsel were not disqualified because there is no real risk they cannot discharge duties to the court, decisions by Crown officials are attributable to the Solicitor-General (Carltona), and the integrity of the judicial process is not impaired by their participation.
