A s20 report may properly rely on a local authority's liquor licensing policy and the Licensing Authority is entitled under ss22 and 23 to alter licence conditions by reference to such a policy even in the absence of specific problems at particular premises; the Authority did not abdicate its s23 discretion by adopting the policy, and it was entitled to act on the evidence and inferences before it and its specialist expertise to conclude the policy could further the s4 object.
