The Referred Treatment Costs Regulations restrict payment to persons and professions enumerated as 'treatment providers' holding practising certificates; Therapeutic Heat Ltd and high frequency heat therapy do not fall within that definition, so the Corporation lacked legal authority to pay and its decision to decline payment was correct.
