The District Court affirmed the review officer: on the totality of evidence, notably Dr Hancock's clinical history and opinion that continued work in the carbon bake area risked further injury, the respondent was unable to continue in that employment for health care reasons within the Act's definition of incapacity, so the review decision allowing compensation was correct.
