The District Court erred in selecting a starting point of four years three months given the extreme nature and volume of category A material; an appropriate starting point was in the region of six to seven years; after lawful discounts the appropriate concurrent sentences are 4 years imprisonment for Pengelly and 3 years 5 months imprisonment for Bradley; the Police appeal is allowed and the District Court sentences are quashed; Bradley's appeal is dismissed.
