Because s149(3) restricts the District Court from re‑determining substantive review decisions under the Code, and because the Reviewer made clear findings on the alleged failures (no dishonesty, no obligation to issue a new decision, use of both 'trip' and 'slip' not a Code breach) that were open to him on the evidence, the Court had no jurisdiction to re‑hear the merits and the appeals must be dismissed.
