The Court allowed the appeal, held the appropriate starting point for the importation offending was 12 years, applied combined discounts of 25% (10% personal mitigation and 15% guilty plea) producing a substituted sentence of nine years' imprisonment, and quashed the imposed five-year minimum because the sentencing judge failed to provide the required s 86(2) analysis and the minimum was not necessary given the circumstances.
