Extension of time was declined and the appeal struck out because the appellant offered no justification that the outcome of complaints would affect his obligation to pay security, he had not sought review of the Deputy Registrar's decision, the appeal against the costs judgment had minimal prospects of success, there was evidence of misuse of process and harassment of the respondent, and no utility would be served by extending time when security remained unpaid.
