Rule 60 does not authorise a court to order global security for costs against all plaintiffs in a multi‑plaintiff proceeding simply because some plaintiffs qualify; Rule 9 cannot be used to create an alternative mechanism that contradicts the philosophy and limits of r 60, and the High Court lacked jurisdiction to make the global security order so imposed by Heath J.
