The Court held ACC lacked a substantial evidential basis to suspend entitlements because the medical evidence was equivocal and further investigation (neuropsychological testing and/or imaging and specialist assessment) was warranted; under Ellwood the 'not satisfied' threshold was not met and the suspension was set aside.
