The July 2017 cover decisions are new decisions because material and investigations obtained after the May 2016 decision amounted to new and different material; accordingly the Court's jurisdiction in this appeal is to determine whether the Corporation had sufficient evidence to determine cover at the time of the May 2016 decision and to address related issues (including statutory timeframes) as necessary.
