On an objective assessment the respondent met its statutory obligations; the VIOA and VIMA were reasonable, the cessation of funding was justifiable on cost-effectiveness grounds, the appellant received significant practicable vocational rehabilitation and there was no reviewable error; therefore the appeal and non-publication application are dismissed.
