Discharge was granted unconditionally because the Official Assignee no longer opposed discharge after a lengthy period (over four years), creditors are likely to be fully paid with substantial funds already distributed, there was no evidence of further concerning conduct since the prior findings, and practical inability of the bankrupt to undertake future property developments meant a restriction would have no real effect; public interest did not outweigh the bankrupt's interests.
