Regulation 6 cannot be construed to cover emergency transport from outside New Zealand because it sits within the 'Transport in New Zealand' part of the Ancillary Services Regulations and the scheme and language of the Regulations and Act unambiguously limit the Corporation's liability; therefore ACC had no authority to pay the claimed evacuation costs and the appeal is dismissed.

Section 128 plainly bars ACC from paying for costs incurred outside New Zealand and the Regulations and statutory exceptions relied on do not authorize ACC to fund or contribute to the overseas surgery or to pay an equivalent NZ cost; accordingly the District Court has no jurisdiction to order such payment and the review decision upholding ACC's declination is correct.
