Time to apply for leave to appeal was extended for the applicant, but leave to bring a second appeal was declined because the proposed grounds did not raise questions of law or fact capable of bona fide and serious argument, amounted to a collateral attack on prior Hague Convention decisions, and further litigation would unacceptably disrupt and be contrary to the child's best interests and COCA time-frame principles.
