Court approved the applicant's payment terms because, notwithstanding the applicant's responsibility for the debt and the Commissioner’s statutory duty, the applicant offered to repay a large proportion of the debt in full over five years with an initial $38,000 payment and provided sufficient supporting information to make the proposal sustainable; approval was conditional on strict, regular payments and allowed the Commissioner to cancel the arrangement on default. The bankruptcy notice is therefore deemed complied with.
