When the originating application was lodged the Registry accepted the documents together with a personal cheque as payment; that acceptance constituted a representation that the cheque was an acceptable form of payment and thus the application was 'filed' within the 10 working day statutory period; the subsequent dishonour of the cheque did not undo the efficacious filing once the Registry had accepted the cheque and later substituted cleared funds.
