The Court proceeded de novo but applied a reasonableness standard giving due regard to the Assignee's statutory role; on the evidence the appellant failed to establish urgent humanitarian need or sufficient creditor benefit, and her past unauthorised travel, alleged concealment of assets and pending criminal charges created a real flight risk; therefore the Assignee's refusal to permit travel was reasonable and the appeal is dismissed.
