Dispensing and collection of prescription drugs by a pharmacist does not constitute 'treatment' under the Transport Regulations or s27 of the Act because treatment requires management/decision-making by a registered practitioner; therefore the Corporation has no power under the Act or those regulations to pay transport costs for the appellant to collect his prescriptions.
