ACC properly exercised its discretion: applicant failed to prove on balance of probabilities that a new vehicle or modifications were required as a direct consequence of the 12 June 1990 covered injury, there was no supporting medical evidence, and the applicant's disposal of the VW Golf before ACC assessment meant clause 22(1)(b) applied; therefore ACC's decision to decline contribution was not flawed.
