ACC was entitled to obtain specialist opinion before deciding entitlement in a delayed incapacity claim and was not obliged to pay weekly compensation solely on the basis of the GP's ARC18 certificates; there was no evidence the appellant was incapacitated by a covered injury for the claimed period and therefore ACC's decision of 18 April 2008 to decline weekly compensation was correct.
