A 'properly completed application' for purposes of s20 is one that complies with s17; Greenpeace's June 2008 application met those requirements and, on its facts, Greenpeace was established and maintained exclusively for charitable purposes from 30 June 2008; the September 2009 amendments were clarificatory and did not alter the character of its objects, so the Court orders registration to be effective from 30 June 2008.
