Extension of time is refused because the application was filed outside the statutory time limit with no explanation for delay, was meritless and would be inevitably dismissed, improperly named the Prime Minister instead of the detaining party, and amounted to an abuse of court process in light of prior judicial directions preventing further filings; accordingly no extension or leave was granted.
