Given the context, prior opportunities, absence of objection or request for assistance, and minimal effort required to complete the statutory declaration, the appellant’s ongoing failure to provide the document was unreasonable and authorised cessation of weekly compensation under s117(3).

Leave to appeal was refused because the District Court did not err in law: the prior review decision that the appellant's refusal to sign the consent form was unreasonable was binding under s.147 (issue estoppel), ACC v Peck precluded entitlement to backdated weekly compensation for the period of non-compliance, and no exceptional circumstances existed to make refusal inequitable; therefore no question of law capable of bona fide and serious argument was shown.

On the balance of probabilities the appellant unreasonably failed to comply with the IRP by not attending the PPCS work trial and by resigning without the respondent's agreement; evidence showed he could undertake alternative light duties and the respondent properly ceased weekly compensation under section 73(2).
