The IRP was properly deemed finalised because it was an update without significant change in circumstances and the requirement for updated IOA/IMA was reasonable; and the requirement to attend the orthopaedic assessment was reasonable notwithstanding imperfect communication, so the appellant's non-attendance was unreasonable and suspension of weekly compensation under s117(3) was justified.
