The District Court, standing in place of the Appeal Authority, had no jurisdiction under the applicable statutes to recall a sealed substantive decision; even if the High Court could in exceptional cases lend inherent jurisdiction to permit recall, no sufficiently exceptional circumstances or special reasons existed here to justify recall, so the application for leave to appeal the recall decision is dismissed.
