The interlocutory application for further and better discovery was dismissed because the applicant failed to demonstrate that the additional unredacted IOMS material was relevant and necessary to fairly argue the judicial review claim, failed to establish more than mere suspicion that redactions were improper, and the Department had provided extensive redacted material with legitimate operational and privacy justifications; discovery was therefore not warranted.
