Section 232 of the Electoral Act 1993, as incorporated into the Referendums Framework Act 2019 by s 30, requires strict compliance with the $1,000 security for costs within the statutory timeframe; the Court has no jurisdiction to extend time or waive that requirement in the context of a referendum petition and failure to provide security ends the proceeding.
