Because the impugned decision was made by a Deputy Registrar of the Court of Appeal rather than by the Court of Appeal, the Supreme Court lacked jurisdiction to hear the proposed appeal and the Registrar therefore correctly refused to accept the application for filing; the review application is dismissed.
