The term 'treatment' was ambiguous and the contemporaneous 1999 regulations govern ancillary transport payments; under those regulations the appellant did not meet the specific criteria for non-emergency transport funding and therefore there was no statutory mandate for ACC to pay the claimed travel expenses, so the appeal is dismissed.
