Appellant failed to establish, on the balance of probabilities, a causal link between the 1982 covered injury and his current condition; independent specialist evidence concluded symptoms attributable to degenerative change or pre-existing condition and, in any event, any symptomatology from the 1982 accident would likely have resolved within two years, therefore no statutory entitlement to weekly compensation arises and the appeal is dismissed; additionally the Court lacks jurisdiction to award damages or the non-statutory relief sought.
