Leave to appeal is refused because the proposed appeal is of doubtful utility and in part moot given subsequent proceedings and orders; the Court of Appeal's reinstatement of the approval was within orthodox bounds given the Director used the wrong process that prejudiced SNL, and there is no appearance of a substantial miscarriage of justice warranting further appellate review.
