Preventive detention was justified because the offender posed a high to very high risk of future qualifying sexual or violent offending, demonstrated little engagement with rehabilitation and lack of insight, and a long finite sentence would not adequately protect the community; accordingly preventive detention was imposed with a nine-year minimum period, reflecting a nine-year starting point uplifted for prior sexual offending and community protection needs.
