Because the files are 90 and 98 years old and the parties are highly unlikely to be alive, the privacy and confidentiality interests were significantly diminished; balancing the rule 11 factors and applying Livingstone, the Judge was satisfied there was a good reason under rule 7(1)(a) to grant access to the files.
