The review was valid because the January 7 1999 decision merely corrected form and was substantively identical to the December decision; the appellant's current condition was held to be wholly attributable to a pre-existing chronic degenerative rotator cuff tendonitis (aggravated but not caused by the 1994 accident) based on medical evidence, and therefore entitlements were properly ceased under s.73(1) of the ARCI Act 1992; s.90(9) did not apply; appeal dismissed.
