r14.15 applies; the s 301 parties and Council had a substantial community of interest and did not run separate cases so there was no good reason to award more than one set of costs. One set of costs on a category 2B basis is to be awarded for the s 301 parties Federated Farmers and Democracy Action, split one third to Federated Farmers and two thirds to Democracy Action, and Democracy Action is entitled to its disbursements of $751.
