The Commissioner did not commit an error of law or breach natural justice by limiting the investigation to the privacy principle and Code rules he considered to be apparent interferences (principle 11 and rr10–11); his decision fell within the statutory discretion and was not Wednesbury unreasonable, therefore the judicial review application is dismissed.
