The Attorney-General conceded that the withholding of the two letters breached s14 of the New Zealand Bill of Rights Act 1990; the Court entered a declaration to that effect and ordered public law compensation of $1500 to be paid to the Secretary for Justice under s17(1) of the Prisoners and Victims Claims Act 2005, with the remainder of the claim discontinued and no order as to costs.
