Caveat proceedings under s145 are sufficiently time‑sensitive and require responsible work by counsel of at least average High Court skill, therefore costs were properly fixed at category 2B and the respondent was ordered to pay costs and Registrar‑fixed disbursements.

Quashing of the Corporation's decision suspending entitlements reinstates the status quo ante; a reviewer who quashes such a suspension cannot lawfully direct that weekly compensation remain not reinstated where the Corporation has not established the evidential basis under s 117(1) for suspension. The reviewer properly may direct further investigation under s 145, but the legal effect of quashing requires reinstatement of entitlements from the date of suspension until the Corporation establishes grounds for a new suspension.

The application to prevent the caveats lapsing was dismissed; the applicant withdrew its application for further caveats; consequently the respondents were entitled to costs under r476C and the applicant was ordered to pay costs on a 2B basis of $3,360 together with disbursements fixed by the Registrar.
