Appellant failed to comply with the mandatory s147 time limits (no written lump sum application on or before 1 April 1993 and no written election by 31 March 1993); therefore she is not entitled to lump sum compensation under the 1982 Act and is deemed to have elected the independence allowance under s147(3).
