The Commissioner conducted a lawful, thorough preliminary examination under s 15, properly applied s 15A and formed opinions honestly open on the facts; the plaintiffs' allegations were speculative and implausible, the Judge's explanations were credible and corroborated, there was no reasonable prospect a Judicial Conduct Panel could find dishonesty or misconduct warranting removal, and the complaints were in substance a collateral attack and abuse of process; accordingly judicial review is dismissed.
