Registrar's 17 December 2019 email provided a partial and previously unpresented explanation for delay by a lay appellant; the appeal's merits appeared weak but were not so hopeless that extension must be refused; in the interests of justice the Court recalled its earlier judgment and granted an extension to allow the appellant to file the case on appeal and seek allocation, subject to strict compliance with procedural rules (r 39(1), r 40).
