Special leave to appeal was declined because the application raised no new tenable question of law: the underlying issue (the correctness of ACC's 2010 suspension of entitlements) had already been finally determined, the claimed reviewable decision did not exist in law, no extraordinary factor justified departure from the District Court's refusal of leave, and the repeated litigation amounted to an abuse of process/was barred by finality and res judicata.
