The preferred medical evidence established that needle insertion during the lumbar puncture caused some soft tissue injury but that such injury is a normal, ordinary and expected consequence of the procedure; the appellant failed to identify a specific physical lesion causally linked to his ongoing pain so the injury does not meet the definition of treatment injury under s32 and the review decision dismissing cover was upheld.
